ATO Set-up

Introduction

WHAT IS AN ATO?

Any aviation training Organisation must be “labeled” as an “ Approved Training Organisation ” (ATO) in order to be authorized to provide training endorsed in European professional pilot’s licences.

The approval process starts with a formal application to the competent aviation Authority and follows different subsequent steps. ETOPS can provide the knowledge and experience to ensure the successful setup of your ATO.

This support can cover the full range of tasks needed to ensure your facility is operational and appropriate to the training planned. Because we understand that not all Training Centers are the same and not all operators require the same solution, whilst some operators want a turn key set up, others require basic support ; we can advise on these aspects and ensure the support you get from ETOPS is sized to your need and expectations.

Approved

Everything that is constituent of an ATO requires an approval from a competent Body (Ex. EASA):

  • Training programs
  • FSTD(s) used for
    training
  • Instructors used for
    training
  • Facilities

Training

All training programs shall:

  • Be formalised in Training manuals (one for each training curriculums)
  • Comply with specific requirements (Ex. Part FCL)
  • Be approved by the competent Body (Ex. EASA)

Organisation

An ATO is an Organisation and shall:

  • Be formalised in an OMM  (Organisation Management Manual)
  • Comply with specific requirements (Ex. Part ORA)
  • Nominate Postholders
  • Be approved by the competent Body (Ex. EASA)
  • Have a Safety Management System in place

Your ATO set up project

ETOPS SUPPORT

Allows a clear understanding about the various stakeholders, the regulatory requirements and the nature of the project

  • Get a very good knowledge of the requirements and EASA regulation
  • Build a strategy with clear milestones
  • Start to think about Key personnel ( Postholders ) and stakeholders

Determine the changes required to be compliant with the aircrew regulation

  • Optimize the Organisation chart and the Postholders
  • Preparation of the Self assessment matrix and Feedback / Compliance Matrix
  • Determinations of changes required to comply with Aircrew regulation.

Design of the manuals and procedures as per the analysis phase

  • Development of Quality and Training manuals
  • Development of procedures in accordance with applicable requirements
  • Update of Feedback / Compliance matrix and communication with EASA

Execution of the procedures and manuals developed during the previous phase

  • Selection and confirmation of the Postholders
  • Integration of FSTD for means of Training
  • Recruitment and qualification of instructors and examiners
  • Implementation of all procedures including all safety management, compliance monitoring and operational training monitoring
  • Staff training on new documentation and procedures

Before the actual EASA audit is performed, the pre audit will enable to check and confirm the effective implementation and will lead to any remedial action to be undertaken as deemed necessary.
